There was a hidden lake under the tower in which lay two dragons: a red and a white. They battled and the winner was able to raise the tower. Or that’s how I remember it. I didn’t want to read the answer. I wanted to see how much of it I remember from WAY back …

There are several versions and many different details, including the requirement to propitiate the dragons with blood, though that may have been a later addition.
